OTTAWA — The Franklin County Commission reviewed changes in the county’s septic and environmental sanitation code this week. County planning director Larry Walrod said the changes are a response to changes in the federal flood plain rules. For example, the heads of new well casings will need to be above the level of the “100-year flood plain,” he said. However, most of the changes were relatively minor, he said. The state approved the changes relatively quickly, he said.
