OTTAWA — Franklin County commissioners signed a $3 million contract Wednesday with Loyd Builders, Ottawa, to build a new juvenile detention center at the former Neosho County Community College campus at Second and Beech. Architect Dan Rowe said after a few details are ironed out with Ottawa city planning and building officials, construction should begin soon, perhaps before the end of the month. Construction is expected to take about a month. To OK the contract, county commissioners met as the county public building commission.
