WILLIAMSBURG — One write-in candidate, Kenny Messick, upended Williamsburg Mayor David Staley for the last open city council seat. Staley was on the ballot for the city council but enough voters wrote in Messick to give the second open seat to the council to him, said Franklin County Clerk Shari Perry. She and the county commissioners reviewed the results of provisional and contested votes during the vote canvass Friday.
