OTTAWA — Franklin County turned over the deed to the Elizabeth Layton Center’s clinic at 15th and Cedar Wednesday morning. County administrator Lisa Johnson said the Layton Center owns the clinic but because it originally had to get the bonds through the county, the county’s name in on the clinic deed. However, she said the Layton Center wants to call in those bonds so it can get new financing to buy a new building in Paola for its Miami County operations.
