OTTAWA — County commissioners, acting as the public building commission, approved some last-minute changes in plans for the new juvenile detention center at Second and Beech this morning. Architect Dan Rowe said once those changes are worked out with the Ottawa planning department, construction should begin, with notice to build going to Loyd Builders next week. Among the changes, the ground floor of the center had to be raised by a little more than a foot because the site was on the edge of a flood plain, Rowe said.
