TOPEKA — Legislative budget negotiations broke down completely Friday. The Kansas Information Network reported that both House and Senate negotiators on the conference committee blamed each other for the impasse. Sen. John Vratil said that Speaker Mike O’Neal kept upping the ante with each new counter proposal, and have tried to jam the Senate with last-minute changes. O’Neal said that Vratil and other Senate negotiators have refused to budget and shouldn’t be any surprises. KIN said the two sides are far apart and technically, there are only four days left in the session although without a budget, legislators will likely remain in town.
