GENEVA, Switzerland — Even the World Trade Organization’s director general Pascal Lamy says the global trade negotiations called the Doha round are at deadlock. Participating countries need to tread carefully so they don’t bring the entire network of trade agreements to a crash. Disagreements over tariffs of industrial products is the biggest stumbling block at this point, he said. Since it started nearly 10 years ago, the Doha round has nearly collapsed several times over a variety of trade issues. Last year, Brazil and other emerging countries pressed the U.S. to break the deadlock. Brazil has been in a trade war with the U.S. over American cotton subsidies.
