OTTAWA — Franklin County will offer a little help to its friends. Commissioners agreed Wednesday to a request by health director Midge Ransom to pool resources with seven other counties to snag a$35,000 federal health training grant. Many of those counties are smaller and would have little chance to get a grant or do the type of training the grant offers, she said. And, because the application will be submitted by eight counties, it has a much better chance of being accepted, she said.
