OTTAWA — In a routine action Wednesday, the Franklin County Commission agreed to conditions included in state grants to the Fourth District Juvenile Justice office. Community Corrections director Keith Clark said the conditions haven’t changed. Because of state cuts, Community Corrections and Juvenile Justice have received less funds and have had to cut staff and prevention programs.
