OTTAWA–The Third Annual Franklin County Memorial Service for Fallen Law Officers was held at the Ottawa First Assembly of God Church. Police Chief Dennis Butler told of the memory of Captain Robert C. Cowdin, who died in 1963 while trying to control a riot in Garnett. Franklin County Sheriff Jeff Curry remembered Deputy Samuel A. Smith, who died in a car crash last summer while responding to an emergency call. Curry said Smith was a hero, and told the officers to look around at all their brothers and sisters in blue, because they all are heroes.
