OTTAWA — Franklin County commissioners, sitting as the public building commission, approved some changes Wednesday concerning the proposed juvenile detention facility at Second and Beech. County administrator Lisa Johnson said the most significant change is that the county’s architect, Treanor and Associates, will have to a fire and life safety study done for the new facility at a cost of about $6,600. The city planning department is asking for the study because the project includes changes to the firewall in the existing building, the former community college building, at the site, she said. Commissioners approved a contract with the safety consultant Rolf Jensen and Associates.
