TOPEKA — On split vote, the state board of education rejected a proposal that would have required Kansas teachers to pay a $50 fee and have their fingerprints kept on file by the Kansas Bureau of Investigation. The board voted 6-4 Tuesday to reject the requirement. About 40,000 teachers who got their licenses before 2002 would have to have their fingerprints on file if the proposals had passed.
