WICHITA — It didn’t help Kansas Democrats. Six years ago, Democrats asked Republican Walt Cchappell, Wichita, to switch and he was elected to the Kansas state board of education as a Democrat. However, Chappell said he’s switching back to the GOP. As a board member, he frequently sided with conservative Republicans and he told Associated Press that he’s more in tune with Republican Gov. Sam Brownback’s fiscal and educational policies.
