KANSAS CITY, Kan. — A federal judge has issued a restraining order against Kansas’ temporary new rules that could have the impact of crippling the state’s abortion clinics. U.S. District Judge Carlos Murguia issued the order against the rules issued by the Kansas Department of Health and Environment – until more permanent rules can be drafted — after two doctors at the Center for Women’s Health in Overland Park filed suit against the new rules. Critics of the rules say Gov. Sam Brownback has made no secret of his intention to close the clinics and that the rules would make it difficult for the clinics to stay in business.
