OTTAWA — A preliminary hearing for a 20-year-old Ottawa man accused with having sex with a 14-year-old girl has been set for Aug. 13. Charles Foster is charged with aggravated indecent liberties with a child. He appeared in Franklin County District Court Monday and his bond was reduced from $50,000 to $25,000.
