OTTAWA — A counselor at the Elizabeth Layton Center told the Franklin County Sheriff’s office that Richard Longfellow, 46, Ottawa, threw a chair at a window in the Eisenhower Road clinic early this morning. The sheriff’s office said both the window and chair were broken, causing about $750 in damage. The county attorney’s office is reviewing the matter.
