OTTAWA — This was a case of two for one. Ottawa police said they arrested Ronald Vess, 45, Ottawa, Sunday morning on an Ottawa city warrant. Police said when he got back home, Vess discovered that someone had stolen his bicycle from the 200 block of East Fifth Street. Police said they booked Dalton Russell, 19, Ottawa, in connection with the theft.
