OTTAWA — In years past, conservative legislators accused school districts of spending too much. However, Ottawa school Supt. Dean Katt finds himself in the odd position of spending because conservative legislators are making school districts to spend down their reserves. Katt says under a new state law, school districts have cut their contingency reserves in one year – in Ottawa’s case about $340,000. Katt said he’s mystified by the new law to spend reserves; especially in these tough economic times, “doesn’t make a lot of sense.” The district will make one-time buys of equipment that the schools need over the next few years, he said.
