OTTAWA–An upset inmate at the Franklin County Jail caused a disturbance for a brief time today. Detention Manager Justin Wadkins says an inmate had some issues and started flooding his cell with toilet water and breaking objects. Several deputies were called in to quell the problem, and no injuries are reported.
