OTTAWA — A former county employee charged with sex crimes involving a minor will be allowed to travel out of state. During a hearing for Eric Scrutchfield of Ottawa in Frnaklin County District Court, a judge changed his bond conditions to allow him to go out of state. He now works in Kansas City, Mo. His bond was also changed to allow him to supervise his two sons while his wife is attending training. She previously operated a day care center. His preliminary hearing will be Oct. 18. He’s charged with rape of a child under 14, aggravated criminal sodomy and lewd and lacivious behavior.
