OTTAWA — The arraignment for Charles Foster, 20, Ottawa; has been continued to Sept. 19 in Franklin County District Court. He has been charge with aggravated indecent liberties with a child. He’s accused with having sex with a 14-year-old girl. He’s free on $25,000 bond.
