OTTAWA — They did the right thing but it was the wrong thing before that that got them into trouble. Ottawa police said they arrested two people Sunday who contacted city officials before starting controlled burns. Sunday morning, Vickie Wells, 52, Ottawa; was arrested for failure to appear in Ottawa Municipal Court. Sunday afternoon, Charles Brannon, Jr., 46, Ottawa was collared for failure to appear in Garnett Municipal Court.
