TOPEKA — Westar Energy has filed a request with the Kansas Corporation Commission to increase its base prices of electricity by about 5.85 percent. Westar CEO Mark Ruelle said the utility needs the increase to maintain equipment and systems, keep its commitments to its employees, and increasing costs of federal regulations. Westar said the $91 million rate increase would increase monthly electric bills for a typical residential customer by about $6.50. Westar has nearly 700,000 retail customers, including some in western Franklin County.
