OTTAWA — The Ottawa City Commission approved a proposed storm-water utility this morning. The city has worked on the idea for a couple of years in response to a federal water-quality law. City finance director Scott Bird said although the utility is a result of a federal mandate, it is still useful because the utility is designed to cut the amount of pollution getting into local streams because of storm-water runoff. That will benefit the city and the region, he said. Most of the new utility’s rules would be aimed at new development.
