OTTAWA — The city has given its blessing to a plan by ACT Ottawa to have a Halloween and Fall Fun Fest at Forest Park on Oct. 22. The celebration provides a fun event for the community at a slack time for the park, city finance director Scott Bird said. The group has several good and exciting ideas for the event, he said.
