RICHMOND — The city of Richmond has been hit by burglars again. Doyle Sobba, the city’s superintendent, told the Franklin County Sheriff’s Department that burglars stole copper wire and several tools from the city building at 124 S. Ransom St. sometime before Tuesday afternoon. The loss was estimated at $800. Previously, burglars stole copper wire and tools from the city water plant.
