OTTAWA — The Ottawa city commissioners are continuing to discuss a proposal by the Ottawa Planning Commission would require developers to reserve space for small neighborhood parks in new housing developments or pay a fee. The proposal would allow developers the flexibility to dedicate flood plain land as park land or pay a fee to develop the entire area for residences, said city finance director Scott Bird.
