OTTAWA — Frankin County will refloat sewer bonds for Centropolis. Because Centropolis is unincorporated, the county owns and operates the sewer system there, which was built at the insistence of state and federal regulators. Those living in the sewer district pay about $45 per month, and commissioners have been reluctant to raise the rates even though the county will need to replace some of the pumps and equipment. Commissioners don’t expect help from additional development in the area any time soon because of economic conditions. So they’ve been looking for other ways to raise revenues without using property taxes. County administrator Lisa Johnson said refinancing the bonds will save the county money in the long-run. She also says in issuing the new bonds, the county will shop locally by selling them to local banks instead of paying the additional expense of marketing them on the bond market.
