OTTAWA — A hearing for an Ottawa woman charged in the death of a 4-year-old boy earlier this year was to be in Franklin County District Court this morning. Tammy Lynn Payne faces two counts of child endangerment, driving under the influence of alcohol (prior conviction), driving while license suspended and transporting an open container of alcohol in connection with the death of Alex Russle Bowles-Gregg. He died March 12 when a driverless vehicle rolled down the driveway at 1040 S. Cottonwood St. and hit him. The accident happened moments after the vehicle returned home and had been parked.
