TOPEKA — Governor Sam Brownback has expanded his drought declaration for Kansas counties He moved 13 counties from drought warning status up to emergency status. All of those are in western and south Kansas. Anderson, Coffey, and Linn counties remain on drought warning. Franklin, Miami, and Osage counties remain on drought watch.
Brownback also opened up Miami and Osage state fishing lakes and several others for withdrawals for water emergencies.
