OTTAWA – A long-running annexation tussle will run a little longer. Ottawa city commissioners decided Wednesday night to wait a little longer before they annex a site south of Ottawa and Loves Travel Center. Although he’s agreed to other annexations of his property, owner Mark Shay has fought the annexation this particular site because once it comes in the city, he would have to close his retail and wholesale fireworks business, which are banned by city ordinance and wouldn’t be “grandfathered.” City attorney Bob Bezek and Shay’s attorney Blaine Finch told commissioners they’re close to a deal. The deal has several conditions, including one that would keep the city from annexing that part of the property that has the fireworks business for five years. Commissioners decided they’ll wait a little longer until a final deal is made. Commissioners Jeff Richards and Blake Jorgensen said the proposed deal answer most of their concerns.
