OTTAWA — The city of Ottawa will help those utility customers who qualify for Supplemental Social Security or Supplemental Social Security Disability. During December through March, the city will pay half of the electric bills for those who qualify. To qualify, you have to provide proof from Social Security, fill out a city application and be a customer with a good payment history. You can pick up applications at city hall, the East Central Kansas Area Agency on Aging, the Ottawa Senior Center or ECKAN.
