OTTAWA — The preliminary hearing for a former county employee accused of sex crimes with a child under 14 will be Thursday in Franklin County District Court. Eric Scrutchfield, Ottawa, faces charges of rape, aggravated criminal sodomy and lewd and lacivious behavior. The original hearing was last month but was moved to this week.
