OTTAWA — Ottawa police said they arrested a 44-year-old Ottawa man Monday in connection with the criminal use of a financial card. Jerry Spurlock, Jr., was booked into the Franklin County jail for suspicion of felony criminal use of a financial card, and suspicion of theft for a value of more than $100,000.
