BALDWIN CITY — A lobbyist for the Kansas Association of School Boards and a representative from a anti-tax lobbying group will discuss state funding for public education in a forum Dec. 5 in Baldwin City organized by State Rep. Terri-Lois Gregory, R-Baldwin City. The forum will feature Mark Tallman, KASB, and someone from the Koch-financed Kansas Policy Institute. Ottawa school Supt. Dean Katt said he and some members of the Ottawa school board will likely attend. Gov. Sam Brownback is proposing a funding structure that would feature the state giving block grants to school districts and encourage school districts to raise local properties taxes and allow them to impose local school sales taxes.
