RICHMOND — The annual Richmond Christmas Festival is Saturday. The parade is at 4, with line-up at 3:30. The tree lighting will be 5:45. Dinner is 6 and will be chili or turkey soup. The meal is a free-will donation. Santa is scheduled to arrive in Richmond at 7.
