RICHMOND- Cold winds have blown into the region and brought the holidays with them. Richmond is welcoming the season as its Christmas Festival Parade hits Central Street tomorrow at 4:00. Just after the parade is the tree lighting at 5:45 in the parking lot of Beachner Grain. And to follow the lighting ceremony is dinner with a special guest in red to join. Parade participants are asked to be lined up at St. Therese Church at 3:15.
