WASHINGTON – Climate forecasters say this will be La Nina winter. That means the grinding drought could continue next summer for the southern states, but a wetter, milder winter for Kansas. But U.S. Department of Agriculture meteorologist Brad Rippey said the Plains and northern states could pay later for wetter and milder now. That will likely include a repeat of the heavy spring rain and snow that, combined with ground already saturated through the winter, could result in the type of devastating floods occurring this year in the Missouri River basin, he said.
