OTTAWA — The Franklin County Commission meets later than usual this morning. The commission will flip meetings, with the regular meeting starting at 10:30, followed by a study session. In the regular meeting, the commissioners will elect a chairman and vice-chairman and do other first-of-the-year business. The study session won’t be as routine; it includes a review of the county’s agreement with the city of Ottawa allowing the city to control development and zoning rules in the urban growth area surrounding Ottawa. The city’s most recent rezoning of properties southwest of Ottawa drew a protest from one resident and a threat of a lawsuit and county commissioners have expressed second thoughts about the deal with the city.
