POMONA — The only spring election this year in Franklin County for the Pomona City Council. The three council seats held by Richard Adler, Don Lockaby and Rick Smith are up for election. Franklin County Clerk Shari Perry said no one has filed. Candidates have until noon Jan. 24 to file at either at Pomona City Hall or the Franklin County Clerk’s office, she said. The filing fee is $5.
