OTTAWA — The Franklin County Commission will have a special night meeting tonight about the county’s interlocal agreement with the city of Ottawa. The county commissioners decided to have the public hearing at 7 at the county annex in the face of criticism from some county residents about the agreement. Under the agreement, the city handles planning and zoning matters under an urban growth area about a mile out of the city limits.
