LeLOUP — A 38-year-old Ottawa man told the Franklin County Sheriff’s Department Friday night that he was driving south on I-35 near LeLoup when a vehicle in front of him suddenly slammed on its brakes. James Ricley said he smashed into the rear of the vehicle. He said the other vehicle took off.
