OTTAWA – Because of a contract dispute, a plumbing subcontractor has slapped a lien on the Franklin County juvenile detention center being built at Second and Beech. The county’s project construction manager Loyd Builders, is working to resolve the dispute, county administrator Lisa Johnson told county commissioners, sitting as the Public Building Commission, Wednesday. The dispute will have no affect on the project nor will it delay the schedule, she said. Previously, the county had set up procedures to prevent the county from being snagged by such disputes, she said.
