OTTAWA — A compromise deal concerning the urban growth agreement between Franklin County and the city of Ottawa got mixed reviews Monday. Rural business owner Leonard Cheasbro, who has a used-car business in an area just outside the city limits southwest of the city, told county commissioners he’s opposed to the compromise that allows the city to handle most commercial and industrial zoning and planning matters. He said he wants the county to repeal the agreement, which commissioners said wouldn’t be very likely. Under the compromise, the county would control residential planning matters and nuisance complaints in the urban growth area, county administrator Lisa Johnson said. However, Butch Riddle, who lives in the urban growth area southwest of the city and whose complaints sparked the compromise, told commissioners he’s largely satisfied with the compromise, which moves control of residential issues back to the county.. The county and city commissioners will discuss the compromise in a special meeting Thursday night at 7 at the county annex.
