OTTAWA — Franklin County has issued a burn ban for today. Earlier, the National Weather Service at Topeka issued a red-flag warning, with potential for explosive fire situations, for the entire KOFO listening area because of high sustained winds of 25-35 miles an hour, with gusts up to 50 miles an hour; low humidity, dry conditions, and unusually warm temperatures forecast for today.
