OTTAWA – High winds helped knock out power to much of the city of Ottawa Tuesday afternoon. A power line whipped around by the wind touched a steel light pole, causing a short-circuit that cut power to much of the city, city utility director Jim Bradley said. Much of the central and south-central part of the city was without power about 20 minutes, he said.
