GARNETT — Anderson County Sheriff Jeff Hupp and retired Garnett doctor David Leitch have filed for county offices. Hupp filed as a Democrat for sheriff. He was appointed last year by county Democrats to fill the unexpired term of Scot Brownrigg, who resigned to become an instructor for the Kansas Law Enforcement Training Center. Hupp is a retired Kansas Bureau of Investigation agent who had been living in Richmond and was a Republican prior to his appointment. After he was appointed, he changed his party affiliation. Leitch has filed to run for Anderson County Commission District 3, a seat currently held by Gene Highberger of Westphalia. Highberger has not yet filed. Leitch practiced general medicine in Garnett for more than 40 years and lives on a ranch in rural Anderson County.
