OTTAWA — On a 4-1 vote, the Franklin County Commission censured County Clerk Shari Perry this morning. Former assistant attorney general Kevin Case was hired in September to investigate complaints against Perry, and following an executive session in which he met with commissioners this morning, Case said that his investigation upheld most of the complaints accusing Perry of harassment and retaliation, and Perry “has set upon a course of conduct in apparent attempt to interfere with the employment of county employees.” The results of the investigation has been referred to the Kansas attorney general, he said. The censure motion called the Perry’s conduct “unbecoming the office of the county clerk and a distraction from the legitimate business of the county and county taxpayers.” The motion also threatened Perry with an injunction if she continued to “interfered with the employment of county employees” and threatened a prompt response if she tried to retaliate against employees who cooperated with the attorney general’s investigation. Perry, who recorded the censure vote, had no immediate response to the motion. Commission chair David Hood voted against the censure. He said he disagrees with the conclusions of Case’s investigation.
