OTTAWA — A 52-year-old Ottawa man told the Franklin County Sheriff’s office that someone stole a bumper with an 8,000-pound winch from the front of a pickup truck Wednesday. The truck was owned by Hanson’s Used Cars and was parked in the 2700 block of Kingman Road south of Ottawa.
