WILLIAMSBURG — Rick Howard, Williamsburg, has filed for the Franklin County Commission’s second district seat. Howard, a former Ottawa police officer, filed as a Democrat by petition. County Clerk Shari Perry said there was enough signatures and certified his petition. He would face the winner of the Republican primary. So , that pits incumbent Commissioner Ed Taylor and challenger Butch Riddle. The deadline to file for county offices is Friday.
